Salut Thierry

Subject: Drones
Dear Madam
Thank you for contacting the Authority , below please find the response from the Authority .
We engaged the Directorate of civil Aviation and Ministry of Environment and Tourism and both stated that the use of Drones is not permitted in certain areas.
National parks & for recreational purposes
400 feet (around 120 meters)
may not fly within 5 nautical miles (10km radius) of any airfield, this means that one cannot fly any drone in any location between Eros Airport and Okuryangava.
must remain in visual range at all times
The key considerations taken are that the drones should NOT:
fly more than 400 feet above the ground (about a 40 story building).
fly more than 500 meters away from the pilot (line of sight).
fly closer than 10km from an airport (any registered aerodrome, airstrip, helipad, etc).
fly closer than 50m from people.
fly closer than 50m from buildings.
fly closer than 50m from roads.
fly any drone more than 7kg for hobby use (up to 20kg for commercial use).
If its larger than 20kg, it should comply to the following:
Have obtained a Remote Pilots Licence (incl.: Aviation Medical Certificate , English Language Proficiency Certificate , RPL pilot training).
ROC - Remote Operator Certificate (Operations Manual , Security Manual , Safety Management System , Quality Management System).
Air Service Licence (from the Air Services Council - Department of Transport).
The drone must be registered by the Aviation Association such as SACAA or DCA.
Must have a transponder and special approval from Aviation Association to fly in controlled airspace.
Must comply to the safety standard of Aviation.
The Authority cannot regulate the use of Drones in Namibia, this is for the Civil Aviation society. Their contact number is Directorate of Civil Aviation +264 70 2212 / 702215
We should only type approve the communications equipment used on the drones and engage the likes of DCA to draft these regulations where CRAN will support it by advising on the frequency allocation for drone operators.
South Africa is regulated by SACAA, not ICASA
Australia is regulated by CASA, not ACMA
USA regulated by FAA, not FCC
UK regulated by CAA, not Ofcom
